Vacancy for Chief Executive Officer
 
The National Commission for Further and Higher Education (NCFHE) invites applications for the post of Chief Executive Officer.
 
The NCFHE provides input for the setting of strategy for further and higher education and administers the Malta Qualifications Framework, the accreditation and licensing of further and higher education institutions, as well as the validation of informal and non-formal learning. The Commission also manages a number of EU funded projects.

Overall Purpose of Position

The overall purpose to manage the Commission’s resources efficiently and effectively, and achieve the targets set in its work programme in line with policy, the Government’s Reform Programme and EU targets 2020.

Main Responsibilities

Planning and Budgeting

  • Provide direction in the preparation and delivery of NCFHE’s short and medium-term financial plans
  • Help identify efficiency gains leading to identifiable cost savings.
  • Contribute to the provision of Ministerial policy direction where required.

Management

  • Design, plan, implement, manage and monitor all activities as outlined in NCFHE’s work programme
  • Manage day-to-day operations ensuring that staff and financial resources are managed in accordance with the law and Government policies.
  • Ensure organisational coherence and the avoidance of overlapping work areas.
  • Provide support to the performance of staff members by providing feedback, and pointing out areas for improvement as well as contributing towards the inputs improved and efficient performance of NCFHE. 
  • Provide direction in managing the office environment, including the procurement and use of equipment, materials and supplies, and other required technical resources.
  • Ensure the implementation of approved and agreed initiatives, in part by maintaining an implementation record log.
  • Provide advice on the utilisation of resources.
  • Provide direction on the development of a management information system where required.

Technical

  • Ensure that goals and objectives for staff assigned to them via EU funded projects are achieved.
  • Ensure that the work assigned to staff meets the deadlines and required standards.
  • Ensure that work guidelines and budgets are adhered to.
  • Liaise with Directorates within the Ministry where necessary.
  • Develop the professional relationships with other Public Sector entities and further and higher education institutions.
  • Provide direction to the research function within NCFHE, the validation of informal and non-formal learning as well as MQRIC.
  • Supervise activities of staff involved as project managers/leaders of EU funded projects.
  • Keep abreast of overseas trends and developments in referencing, validation of informal and non-formal learning, and qualifications framework and evaluate their applicability locally.

Consultation

  • Develop and maintain contacts with Permanent Secretary, other Ministry officials, and other Ministries, government entities and the private sector to ensure a cross-cutting approach to strategy, and activity/project implementationpolicy making, and the identification and resolution of problems in a fully co-ordinated way.
  • Represent the NCFHE and the MEDE and, where and as appropriate.
  • Communicate regularly with staff to instil change to bring the NCFHE in line with best practice and ensure that the Commission’s activities are effectively communicated to all internal and external stakeholders.

Self-improvement

  • Keep well informed and up-to-date on emerging issues affecting the NCFHE.
  • Take every opportunity to acquire new leadership and management skills.

Others

  • Organise and support the enforcement of health and safety issues related to work procedure and personnel at work.
  • Manage or discharge such other responsibilities as may, from time to time, be assigned by the Permanent Secretary.

Working Conditions

  • Ability to work under pressure.
  • May be required to work late or on weekends or public holidays to meet deadlines.
  • May be required to travel abroad on official business.

Management Knowledge / Skills / Qualifications

  • A Masters degree in a subject which lends itself to the position of Chief Executive.  Preference will be given to candidates holding a Doctorate degree.
  • Excellent and up-to-date knowledge of management and administration.
  • Excellent reading, writing and communication skills in both the Maltese and English languages.
  • Knowledge of government structures and practices.
  • Background in education at further and and higher education.
  • Demonstrated ability as a leader.
  • Proven management skills, especially a strong focus on delivering results.
  • The ability to reach sound, supportable and independent conclusions on policy issues, and to produce innovative recommendations and effective solutions.
  • Seasoned judgement and the ability to take sound decisions.
  • Excellent communication (oral and written) and interpersonal skills; and
  • Fully computer literate.
